Senior Organization Development Specialist

Summary

Our strategic partner is seeking a Senior OD Specialist to design, standardize, and maintain core organization development systems, including organization structures, job architecture, competency frameworks, KPI systems, and document governance.

Job Responsibilities

  • Design and maintain organization structures, including organization charts, functional responsibilities, span/layer analysis, and recommendations for structural optimization.
  • Build and standardize the company-wide job description system using approved templates, while controlling document quality, versions, and governance requirements.
  • Develop and maintain behavioral and functional competency frameworks, linking competency requirements with job descriptions and assessment practices.
  • Support the design and operation of KPI and performance management frameworks, ensuring alignment with organization structures and job descriptions.
  • Administer P&O governance documents, including the Master Document Register, RACI, DoA, document coding standards, and version control.
  • Contribute to assigned organization development initiatives, including change management, organizational culture, restructuring, and organizational effectiveness improvements.

Job Requirements

  • Bachelor’s degree in Human Resources, Business Administration, Organizational Psychology, or a related field; a Master’s degree in Human Resources or Organization Development is preferred.
  • 5–8 years of Human Resources experience, including at least 3 years of specialized Organization Development experience covering organization design, job descriptions, competency frameworks, and KPI systems.
  • Experience in Organization Development within an organization that is building or transforming its management systems is preferred.
  • Industry background is not mandatory; multi-industry exposure is preferred, while experience in manufacturing or a conglomerate environment is an advantage.
  • Advanced capability in Organization Design, including structure design, function and task definition, and span/layer analysis.
  • Advanced capability in Job Architecture and Job Description Design, including standardization of job description systems across an organization.
  • Advanced capability in Competency Framework Design for both behavioral and functional competencies.
  • Working knowledge of KPI and performance system design, with the ability to connect KPI frameworks with job descriptions and organization structures.
  • Working knowledge of document governance and document control, including master registers, document coding, and version management.
  • Native Vietnamese and good English for professional reading and workplace communication; fluent English for presentations and working with international consultants is preferred.
  • Proficiency in Office 365, advanced Excel, and organization-chart tools such as Visio or equivalent; Power BI and HRIS/SAP HANA HR are preferred.
  • Professional certifications are not mandatory; Hay/Mercer Job Evaluation, SHRM-CP, HRCI, or Organization Development certifications are preferred.
