Technical Pre-sales Manager

Summary

Our strategic partner is seeking a Technical Pre-sales Manager – Product & Technical Solutions to identify and shape strategic project opportunities from the earliest development stages. The role builds technical relationships with project stakeholders, influences specifications and tender requirements, provides early-stage technical consultation, and supports the conversion of qualified projects into long-term commercial opportunities.

Job Responsibilities

  • Identify and track infrastructure, commercial, and industrial projects from FEED and design stages, maintaining a structured and actionable project pipeline.
  • Engage project owners, investors, designers, consultants, specifiers, EPC contractors, and other influencers to position suitable technical solutions within project specifications and tender documentation.
  • Build and maintain databases of strategic projects, key investors, design institutes, consultants, and other stakeholders relevant to targeted opportunities.
  • Develop long-term technical relationships with owners, designers, specifiers, contractors, consultants, investors, developers, and project influencers through structured engagement plans and technical visits.
  • Plan and deliver technical seminars, workshops, product presentations, and participation in relevant industry events to strengthen technical engagement with key stakeholders.
  • Provide early-stage technical consultation on product applications, mix design, and material specifications, supporting stakeholders in evaluating technical and commercial solution advantages.
  • Support the preparation of technical submissions, pre-qualification documentation, and tender materials, while building strong knowledge of tendering processes and FEED design requirements.
  • Coordinate with Sales, Technical, and Product & Technical Solutions teams to align project priorities and ensure effective handover of qualified opportunities after presales engagement.
  • Monitor market trends, competitor activities, and upcoming public investment projects, identifying future opportunities across infrastructure and building segments.
  • Contribute to go-to-market planning for priority project segments and share market intelligence, stakeholder mapping, and project pipeline insights with Sales and Management teams.
  • Identify opportunities before design commencement, influence material specifications at the earliest feasible stage, and recommend priority areas for presales investment based on project pipeline trends.
  • Prepare and present regular presales activity reports and project progress updates to management.
  • Continuously strengthen knowledge of cement, concrete, construction chemicals, technical standards, and product specifications relevant to target project segments.
  • Perform other relevant responsibilities assigned by the line manager.

Job Requirements

  • Bachelor’s degree in Commerce, Materials Engineering, or Civil Engineering.
  • A Bachelor’s or Master’s degree in Bridge & Road Engineering, Port Engineering, or Construction Materials is preferred.
  • Minimum 8 years of relevant experience; 10+ years is preferred in construction materials, structural design, supervision consulting, or construction tendering.
  • Relevant industry exposure may include cement, concrete, steel, construction chemicals, industrial coatings, structural design for bridges, ports or airports, supervision consulting, or construction contracting involving tendering and project management.
  • Experience with metro or railway projects is preferred, and experience working on public investment projects is required.
  • Experience managing Grade 1 infrastructure projects such as expressways, international airports, metro systems, or seaports is an advantage.
  • Strong understanding of project development and execution processes, tendering procedures, and FEED design.
  • Good knowledge of technical specification development and stakeholder roles within large-scale projects.
  • Solid technical knowledge of cement, concrete, and construction chemical applications.
  • Design certification or supervision certification is an advantage.
  • Fluent Vietnamese and strong spoken English are required; Chinese is an advantage.
  • Willingness to travel within Vietnam and occasionally internationally, with the physical capability to visit construction sites as required.
  • Strong planning, organizing, problem-solving, communication, influencing, and presentation skills, with the ability to perform effectively under demanding project conditions.
  • Innovative problem-solving approach, strong market and customer focus, results orientation, and commitment to building long-term customer relationships.
