Summary
Our Partner is seeking a Pre-Construction Manager responsible for managing financial and technical risks throughout the early phases of industrial and construction projects. This position is responsible for overseeing conceptual planning, budgeting, value engineering, subcontractor procurement, and construction readiness while coordinating closely with clients, design teams, and supply chain partners to ensure cost optimization, BOQ accuracy, and target project profitability.
Job Responsibilities
- Review and verify design deliverables prepared by contractors, design consultants, and internal design teams to ensure quality standards align with company expectations.
- Lead and supervise engineering activities related to Civil, Structural, and Architectural disciplines while coordinating with Mechanical, Electrical, Process, and Fire Protection functions.
- Manage CSA-related cost estimation activities including quantity take-off, value optimization, and project cost control.
- Coordinate closely with the MEP Pre-construction team to support engineering alignment and estimation activities for MEPF systems.
- Oversee project licensing and approval procedures.
- Act as the Design Manager for assigned projects.
- Drive continuous improvement of design quality and support the development of engineering-related standard operating procedures.
- Ensure proper administration and control of design documentation, including coding, filing, storage, and retrieval systems using suitable tools and methodologies.
- Monitor and control design project operations to ensure sufficient resource allocation, proper scheduling, and achievement of project milestones within required timelines.
- Manage client expectations in accordance with contractual agreements, including change management, issue resolution, schedule coordination, and negotiation of additional scope when required.
- Participate in design coordination meetings to support project management, resource planning, and progress tracking against key milestones.
- Support the Business Development team by providing input on design resources, manpower allocation, and scheduling for proposal preparation.
- Ensure all design procedures and practices implemented by the design team comply with company standards and expectations.
- Prepare rapid cost analysis and preliminary budget studies in collaboration with relevant project stakeholders when required.
Job Requirements
- Bachelor’s Degree in Architecture or Structural Engineering is preferred, with experience in advanced technology facilities, bio-pharma life science environments, and premium industrial projects.
- Capable of managing both design and estimation activities for CSA disciplines with fundamental understanding of MEPF systems.
- Minimum 15 years of professional experience, including at least 5 years in a CSA management position.
- Strong understanding of local construction standards and regulatory requirements.
- Good knowledge of European and Asian design standards.
- Strong design capability with the ability to deliver high-quality technical solutions.
- Detail-oriented mindset with the ability to proactively identify, prevent, and resolve design-related issues effectively.
- Strong written and verbal English communication skills.
- Strong leadership capability with experience in team motivation, task organization, time management, decision-making, and issue handling.
- Proficient in design software including AutoCAD, with intermediate to advanced capability in Revit, Navisworks, ACC, and cloud-based coordination platforms, as well as office software applications.
- Strong communication and presentation skills with the ability to coordinate multidisciplinary design teams, manage client relationships, and deliver practical solutions.
- Experience working at construction sites is an advantage.
