Job Responsibilities
- Develop short-term, mid-term, and long-term human resources strategies aligned with the business plan, operating model, and financial objectives of the organization.
- Design and manage the human resources model, organizational structure, and workforce planning.
- Design and implement human resources operational processes.
- Design and implement human performance management frameworks aligned with company direction, including OKR and KPI systems.
- Develop competency frameworks, employee development pathways, and standardized job descriptions for each job family and position.
- Develop and control salary, bonus, and benefits policies that are competitive, strategic, and appropriate for different employee groups.
- Plan and manage human resources budgets and personnel-related costs.
- Develop recruitment strategies suitable for each business phase, aligned with business objectives and financial targets.
- Build candidate sourcing strategies and employer branding initiatives.
- Design evaluation frameworks, decision-making criteria, and recruitment offer strategies.
- Design recruitment and onboarding processes and measure recruitment effectiveness.
- Develop internal recruitment capabilities.
- Define and effectively communicate corporate culture, core values, business philosophy, and leadership philosophy.
- Design a culture focused on performance, transparency, and accountability.
- Lead and manage risks during organizational change and restructuring processes.
- Propose and support the design of training programs by department and by position.
- Recommend individual development plans for high-potential employees and key talents.
- Supervise the validity and completeness of labor contracts and employee records.
- Ensure full compliance with labor laws and regulations.
- Develop and control internal policies and regulations.
- Standardize all human resources processes, data systems, and reporting systems.
- Act as a bridge between the human resources function and operational teams.
- Understand workforce needs, core capabilities, and business objectives of each department.
- Collaborate with department heads to design team structures, allocate resources, and develop periodic workforce plans.
- Resolve internal disputes and conflicts at team level through listening, analysis, and appropriate advisory actions.
- Participate in advising retention strategies, reward and discipline policies, and internal mobility plans.
- Serve as a close and supportive human resources partner throughout the employee journey.
Job Requirements
- Minimum 8-12 years of comprehensive human resources experience in roles equivalent to HR Manager, Senior HR Manager, or HR Business Partner Lead within large agencies, multi-industry companies, or fast-growing organizations.
- At least 4-6 years in HR management roles at Manager level or above, with minimum organizational size of 70 employees.
- Proven experience in designing and successfully implementing job description standardization, new salary and incentive mechanisms, and workforce restructuring initiatives.
- Experience deploying group-wide human performance management systems, including KPI or OKR frameworks.
- Experience participating in the development of annual human resources strategies and workforce plans in collaboration with the Board of Directors.
- Experience implementing and managing risks during periods of workforce restructuring, crisis, strategic shifts, business direction changes, and performance and cost tightening.
- Experience in recruiting and managing the exit of senior-level employees.
- Experience working with, reporting to, and providing strategic advisory support to the CEO and Board of Directors.
