Staffing Service Manager

As the Manager of Staffing Services at PeopleWise Vietnam, your primary responsibilities will include developing new strategic partnerships, managing key accounts, and overseeing a range of tasks such as recruitment, orientation, and payroll management. You will also ensure that the company complies with all relevant employment laws. A staffing manager must be an excellent communicator, capable of fostering relationships with both employees and partners.

Job Responsibilities:

Account Management:

  • Develop new strategic partnerships and manage key accounts to maintain strong relationships that generate target revenue aligned with business objectives.
  • Provide consultancy to clients in understanding payroll processes, labor laws, and consult on staffing/payroll services for new clients.
  • Provide consultancy on industry insights, compensation and benefits best practices, and HR reports to help clients optimize their workforce and cost-effectiveness.

Staffing Operations Management:

  • Ensure compliance with internal and external policies and legal regulations.
  • Oversee all staffing needs and staffing operations management, from onboarding, orientation to off-board procedures.
  • Manage monthly payroll, Personal Income Tax (PIT), staff allowances, and bonuses in accordance with company policies.
  • Prepare monthly and periodic internal payroll reports, costing reports, PIT reports, and other statutory reports for relevant authorities.
  • Manage HR operations and benefits administration, along with general HR administration.
  • Develop plans to automate the payroll process, including the use of automated time tracking and database updates.
  • Analyze complex payroll issues, ensuring compliance with government regulations regarding taxes, insurance, and other employee benefits.
  • Complete payroll tax forms and reports, filing them with appropriate agencies.
  • Maintain and update employee records, staff database, labor contracts, and overtime records.
  • Work with hiring manager and partners in annual salary reviews, performance evaluations, and promotion programs.

Job Requirements:

  • Educational Qualification: Bachelor’s degree in Business, Marketing, or a related field.
  • Experience: At least 2 years in the HR services industry, particularly in Outsourcing or Staffing Services.
  • Understanding of the importance of confidentiality.
  • Proven experience in a staffing leadership role or a similar position.
  • Experience in planning and executing HR processes (onboarding, hiring, etc.).
  • Solid knowledge of relevant legal regulations (equal employment opportunity, rights to work, etc.).
  • Outstanding organizational and leadership skills.
  • Excellent communication and interpersonal abilities.
  • Strong negotiation skills to secure contracts and favorable terms.
  • An extensive network of industry contacts with the ability to expand this network.
  • A proactive and results-oriented approach to achieving objectives.
  • A collaborative mindset and the ability to work effectively within a team.
  • Proficiency in English and Vietnamese is required.
